Plan Change 7 to the Selwyn District Plan

The Planz team, led by Justine Ashley and Jonathan Clease, worked closely with the Council on the preparation and implementation of Plan Change 7, which rezoned 810ha of land at Lincoln and Rolleston to a new mixed density zone to accommodate 8,800 residential households over the next 10 to 25 years.

The work package involved the development of a plan change with an emphasis on consolidation around the existing urban areas and the section 32 reporting for the new objective, policy and rule framework.  A key element of Plan Change 7 was the development of a policy and rule package to provide for both medium density and comprehensive housing in the fast growing Selwyn District.

Plan Change 7 is now operative, with no appeals progressing to the Environment Court.

This project won the 2012 NZPI Best Practice Award: District and Regional Planning and the 2012 NZPI Nancy Northcroft Planning Practice Award, the NZPI’s supreme award for excellence in planning practice.
