Sam has over 18 years’ experience working as a planner including nine years as a consultant largely in the urban sector, plus a further 7 years in the rural/dairy sector.

Sam has had extensive involvement in consenting and policy processes including: the management, preparation and processing of a wide range of resource consent applications and AEE’s covering both District and Regional Council matters, the preparation of private and Council initiated plan changes, the preparation of notice of requirements for designations, submissions and further submissions on policy processes, and the preparation and presentation of evidence at Council Hearings and the Environment Court.

Sam is a Full Member of the New Zealand Planning Institute and is accredited for RMA hearing panels through completion of the MfE Making Good Decisions Programme.
