Carey Street – Social Housing Redevelopment

Planz secured resource consent for the redevelopment of 1–32 Carey Street, enabling the delivery of 40 high-quality social housing units for a key community housing provider in Christchurch.

Carey Street redevelopment saw the replacement 32 older social housing units with a new, modern complex of 40 homes. The project includes a well-balanced mix of two-, three- and four-bedroom units arranged across seven blocks, all designed to deliver functional, warm, and high-quality housing for a range of household types.

Working closely with the architect and client, Planz led the preparation and management of the resource consent process, navigating a number of complex planning matters including earthworks within a waterway setback, recession plane breaches, and outdoor living space shortfalls. Despite these challenges, consent was obtained without public notification.

Urban design was central to the project’s success. The development layout incorporates generous communal open space, retained mature trees, and new planting to support a strong sense of community and amenity. Planz worked to ensure the residential design principles of the District Plan were met, including ensuring good solar access, integration with the neighbourhood, and passive surveillance.

With each unit having its own cycle parking, private outdoor space, and waste management area, this development provides a thoughtful and efficient housing solution. Our planning input helped deliver a positive planning outcome for one of Christchurch’s key community housing providers.
