The Court Theatre, Revitalising Christchurch’s Cultural Heart

Planz Consultants was proud to play a key role in enabling the return of the Court Theatre to central Christchurch.

We supported the Christchurch City Council with planning services for this significant cultural project and a key anchor development in Christchurch’s recovery from the earthquakes. Our work involved navigating the complex statutory and urban design considerations associated with the redevelopment of 730–748 Colombo Street, the site designated for the Performing Arts Precinct in the Christchurch District Plan.

Expert Planning

Planz prepared the Outline Plan under section 176A of the Resource Management Act, providing expert planning advice to guide the design and process while also responding to the expectations for high-quality public realm in the central city. The proposal included a purpose-built three-storey theatre complex featuring a main theatre, studio theatre, education space, public foyers, food and beverage facilities, and key back-of-house areas. The development also created new outdoor public spaces, performance areas, and pedestrian laneways to connect the site with surrounding streets.

Navigating Complex Urban Design Challenges

One of the key planning challenges was managing the interface between the functional requirements of the theatre and the built form expectations of the Commercial Central City Business Zone. While the designation allowed for theatre activities, our planning assessment needed to carefully consider how elements such as building setbacks, street activation, temporary outdoor storage, signage, and CPTED (Crime Prevention Through Environmental Design) principles were addressed to ensure the development complemented the broader vision for a vibrant, safe, and people-focused city centre.

Collaboration and Design Refinement

Through close collaboration with Council urban design and CPTED advisors, collaborative refinements were provided to the design ensuring improved visual engagement with the street, appropriate landscaping, enhanced lighting, and strategies to address safety and amenity in public spaces. We also provided planning advice around digital signage controls, cycle and mobility parking, and temporary activities associated with outdoor performances.

Enabling a Cultural Anchor for the City

Our involvement helped secure timely approval of the Outline Plan, enabling construction to proceed and supporting the revitalisation of Christchurch’s cultural heart. The result is a high-quality facility that meets the operational needs of the Court Theatre while reinforcing the vision for a dynamic, inclusive and accessible Performing Arts Precinct.
