Retail and Industrial District Plan Provisions

Planz has been engaged by several councils and private interests to develop and refine frameworks for retail and industrial land use provisions within district plans across Christchurch, Auckland, and Taupō to name a few.

In Taupō, Planz was engaged by Taupō District Council to implement Town Centre, Urban Commercial, and Industrial Structure Plans through a series of plan changes. The team developed an overarching suite of principles and provisions, addressing market-led fundamentals from the first Generation District Plan, which were confirmed through Hearings and the Environment Court

For Christchurch City Council, Planz led the project team responsible for establishing the effects-based framework under Variation 86, which managed distributional and transport effects associated with retail distribution. This involved forming the provisions, assisting with the preparation of s32 reports to assess the clarity, efficiency, and effectiveness of existing provisions, and securing confirmation of the changes through both Hearings and the Environment Court.

Planz also supported Kiwi, Bunnings, and Progressives in reviewing Christchurch City Council’s activity-based replacement plan, ensuring the plan’s clarity and efficiency in delivering desired environmental outcomes and advancing private submissions through to Hearings.

Planz successfully obtained resource consent for the Wakatu Quay development in Kaikoura, working on behalf of the Kaikoura District Council.
