Sam Flewellen brings over 20 years of planning experience to Planz Consultants, with a background that spans both urban and rural/dairy sectors. Over the last decade, he has focused primarily on consultancy in the urban sector, complemented by seven years in the rural/dairy sector.
Sam’s expertise includes the management, preparation, and processing of a wide range of resource consent applications and Assessment of Environmental Effects (AEE) reports for both District and Regional Council matters. He has been involved in preparing private and Council-initiated plan changes, notices of requirements for designations, submissions and further submissions on policy processes, and presenting evidence at Council Hearings and the Environment Court.
As a Full Member of the New Zealand Planning Institute and accredited for RMA hearing panels through the completion of the MfE Making Good Decisions Programme, Sam’s contributions are pivotal in ensuring compliance and achieving project goals.
Some of Sam’s notable projects include completing consents for a 26-unit social housing development in Stoke, Nelson, and managing multiple consent projects for Fonterra. These projects involve renewals for water takes, irrigation, air discharge for the Edendale and Brightwater Manufacturing sites in Southland and Nelson, and wastewater treatment upgrades for the Clandeboye Manufacturing site near Timaru. Residing in Whakatu (Nelson) with his wife and two children, Sam enjoys spending time with his family, particularly exploring local beaches, national parks, and rivers. An avid tramper and runner, he also finds time for fishing and mountain biking when possible.
