Justine Ashley brings over 25 years of experience in resource management planning to Planz Consultants. She specialises in policy and plan development, with her recent work focusing on leading the Selwyn District Plan Review. Justine is also highly experienced in preparing strategic and spatial plans that provide frameworks for future development.
Her project portfolio includes land use and regional consenting for subdivision and development in rural and sensitive locations. She has contributed to both regional and local authority plan changes and has managed the preparation and processing of notices of requirements and applications for water takes, discharges to air, and educational and visitor facilities. As an experienced Hearing Commissioner, Justine has worked with numerous local authorities, including Christchurch City, Hurunui, Waimakariri, and Selwyn District Councils, on resource consents and plan changes.
One of her most notable achievements was managing Planz’s work on Selwyn District Council’s Plan Change 7, which earned the prestigious Best Practice Award: District and Regional Planning, as well as the NZPI’s supreme Nancy Northcroft Planning Practice Award for excellence in planning.
Recently, Justine has been leading the Selwyn District Plan Review, currently in the appeal stage. This complex project involved steering a large, diverse team through a comprehensive review process, integrating the National Planning Standards and adapting to new requirements such as the Medium Density Standards and the National Policy Statement for Highly Productive Land. Outside of work, Justine enjoys socialising, going to the gym, sailing, hiking, and relaxing with a good book at the beach.
