Dairy Manufacturing

Planz provides comprehensive planning input to obtain resource consents for the construction and operation of Fonterra dairy manufacturing plants across the country.

This includes consenting for the greenfield plant at Darfield and expansions and upgrades at Pahiatua, Studholme, Whareroa, Edendale, Eltham, and Clandeboye. These projects involve extensive public consultation, identification of environmental effects, and collaboration with the project team and local councils. Additional consenting across Fonterra’s network includes land use consenting for large industrial buildings and associated earthworks, and a range of regional consents including discharges to air, discharges to land and water, and water takes.

Planz also assists Fonterra with District Plan Reviews and Plan Change processes throughout New Zealand. This ensures existing factories are appropriately provided for with enabling underlying zoning and workable provisions to enable bulk, location, landscape amenity, access, and noise effects to be managed. As part of these reviews, emphasis is placed on achieving a policy context that recognises the importance of these regionally strategic manufacturing facilities as well as the need to manage reverse sensitivity issues. Recent examples of District Plan review and Plan Change support includes the Darfield, Edendale, Clandeboye, Stirling, Whareroa, Kapuni, Brightwater, and Takaka sites.
